Capping is illegal without BTRC permission, career neutrality violated

Due to the lack of career
neutrality in the licensing policy, the service providers of the country's
internet service are suffering step by step. For the past one and a half
months, they have been sitting at home in lockdown to ensure basic e-services
like office, education, medical and shopping to the customers by providing
uninterrupted internet connection at the customer level, but now they are in
trouble. Broadband internet connection is the lifeblood of this lifeblood.
Nationwide
Telecommunication Transmission Network (NTTN) is being used indirectly at the
bandwidth supply stage without following due process even in case of emergency.
IIG, ITC and NTTN licenses under the same person / institution are being used
as a weapon of market exploitation. The result is not just a monopoly business;
Consumer rights are being violated. This is because it has been alleged that
these companies are using their licenses as muscle power in the name of
collecting debts. As well as raising questions about network neutrality,
victims are also complaining about the regulatory body's invisible misuse of
licensing powers.
ISPAB Secretary General Imdadul
Haque questioned, “There are six ITC institute in the country, alleging
that some are upsetting the market by exploiting the weakness of the policy.
Does anyone exist without two ITCs?”
He said, “The one who
has the transmission is now King. Even if ten others are given IIG licenses,
there will be no profit. For which we must give our hand in place of this
policy. Only those who have a transmission license can do transmission
business. He should not have the ability to have bulk bandwidth like IIG. If
there is, the market will not be stable.”
He suggested that if
there was a complaint from a transmission service provider about the arrears,
it should not be considered as a complaint and should lodge a complaint with
the ISPB or the BTRC. Without doing so, the disconnection in the ongoing
emergency lockdown situation in the country is an obstacle to the
implementation of Digital Bangladesh, said the leader of the Internet service
providers.
Hajjaj Helal, senior
assistant director, BTRC's E&I division, said he had not received any
complaints from ITCs seeking permission or regulatory permission to disconnect
during the ongoing lockdown. No one informed him about it.
In such a situation, if
anyone has disturbed the market balance by exploiting the policy constraints,
the policy will be amended if necessary, said BTRC Chairman Md. Zahurul Haque.
Regarding having more
licenses from the same organization, he said, “There is a problem when
something becomes too much or monopolizes. No one was there when this license
was issued. Forced to pay. Now that there are more business opportunities, it
will be time to think about it. Not everything can be accepted before starting
an organization. Once the man was not found. It happened 5-10 years ago. Then
no trader came. I don't understand.”
He further said that “in
order to take any action, permission must be sought from the regulatory body.

But without informing the
regulatory body and ignoring the call of Prime Minister Sheikh Hasina, some
companies are desperately trying to disconnect the connection service even in
the Corona situation. They say that now that everything is closed, even though
usage has increased, their income has decreased. Unable to collect the bill.
Even though the banks are not pressuring them to collect the arrears, the more
licensed bandwidth merchants are not failing to disconnect the 'Pranavayu'
internet connection of Digital Bangladesh.
